Bihar Legislative Council: Re-evaluation for 43 Employees Amid Appointment Scrutiny
A growing controversy surrounds appointments made in the Bihar Legislative Council Secretariat. Following allegations of irregularities in the recruitment process and questions raised about the efficiency of selected candidates, 43 employees are now facing a re-evaluation of their competency. This group includes 10 Lower Division Clerks (LDCs) and 33 Data Entry Operators.
The Council Secretariat has issued a notice requiring all affected employees to appear for the competency test on November 18. The examination will be conducted at the Secretariat. Non-compliance will lead to disqualification. Officials have indicated that similar evaluations may extend to employees in other positions in the future.
This development comes after the Secretariat, on Friday (November 6, 2026), barred 125 newly appointed employees from entering the office. These employees, including Data Entry Operators, LDCs, Stenographers, and Office Attendants, had joined last September and were regularly attending work. The sudden restriction has brought the matter into public discourse.
The appointments in question occurred during the tenure of former Chairman Awadhesh Narayan Singh, a senior BJP leader who recently resigned. Ramvachan Rai currently holds the position of Chairman. The Secretariat is now scrutinizing the appointment process and employee qualifications.
Separately, a matter concerning the shorthand examination for seven Private Assistant and Stenographer positions has emerged. Under advertisement number 02/2025, seven successful candidates were called for a shorthand test, but none appeared. They have now been given a final opportunity on November 18. This case is distinct from the 125 appointments.
