The Bihar government has launched a digital and paperless land registration system, aiming to modernize and bring transparency to the process. Chief Minister Samrat Chaudhary inaugurated the new system from the Vaishali (Hajipur) District Registration Office. This initiative introduces four key services: home registration, online land verification, paperless registration, and site inspection using GIS technology. The government plans to implement these services in phases across the state, promising a faster, more convenient, and transparent registration process that will reduce the need for citizens to visit offices repeatedly.

However, the new system has faced opposition from some individuals at the Phulwarisharif registration office in Patna. Critics argue that the largely rural population of Bihar lacks digital literacy and technical resources, which could cause significant difficulties with a completely paperless system. Concerns have been raised about potential increases in cyber fraud, forged documents, and land disputes. Opponents have urged the government to first complete a statewide land survey and create clear records and maps for every plot. They also pointed out that Uttar Pradesh faced practical challenges with a similar paperless registry system, necessitating subsequent changes. Therefore, they recommend that the system be fully implemented in Bihar only after adequate preparation and robust security measures are in place. Currently, the new system remains a subject of discussion, balancing administrative reform with practical challenges on the ground.
