The Bihar Health Department has clarified the recruitment process for pharmacy degree holders aspiring for government jobs. For appointment to the foundational post of Pharmacist in government hospitals, a D.Pharma qualification will remain mandatory. Candidates holding B.Pharma, M.Pharma, and Pharma-D degrees will also need to fulfill the prescribed D.Pharma qualification for this specific post. However, the government has initiated steps to open new employment opportunities for these higher degree holders. The Health Department has stated that no changes will be made to the recruitment rules for the Pharmacist post at present.

Conversely, the department will consider creating separate government posts to utilize the educational qualifications and expertise of B.Pharma, M.Pharma, and Pharma-D degree holders. A three-member committee has been formed for this purpose. An order issued by the Health Department on October 13 clarified the provisions of the Bihar Pharmacist Cadre Rules, 2014, and the Amendment Rules, 2024. According to these rules, passing D.Pharma and registration with the Bihar Pharmacy Council are mandatory for appointment to the basic Pharmacist post. The department's order also referenced a Supreme Court order passed on January 16, 2026, which is expected to expedite the recruitment process for over 1600 vacant Pharmacist positions in government hospitals.

For years, a dispute has persisted between diploma and degree holders regarding the eligibility for the Pharmacist post in Bihar. B.Pharma degree holders demanded inclusion in the Pharmacist recruitment, while the Diploma Pharmacist organization insisted on D.Pharma holders being appointed as per the rules. The Health Department has now clarified the rules, opting for separate considerations for both categories.

The committee formed to devise a new system for B.Pharma and M.Pharma degree holders is chaired by Dr. Tyagarajan SM, Special Secretary of the Health Department, with OSD Renu Kumari and State Drug Controller Nityanand Kishalay as members. This committee will assess which departments and offices can create new positions for these degree holders, considering the number of posts, pay scales, and hierarchy. Further action will be determined based on the committee's recommendations. Arvind Kumar Chaudhary, State President of the Diploma Pharmacist Organization Students' Union, has expressed gratitude for the department's decision. Aspirants now await the Health Department's next steps regarding the initiation of the recruitment process for vacant posts and the nature of the proposed new positions for higher degree holders.
