In view of upcoming elections in Bihar, the Election Commission has issued crucial directives regarding the secure storage, maintenance, and security of Electronic Voting Machines (EVMs) and Voter Verifiable Paper Audit Trail (VVPAT) machines. These instructions aim to ensure the transparency and reliability of the electoral process. All District Magistrates and Superintendents of Police have been instructed to strictly adhere to these guidelines.

According to the issued directives, EVMs and VVPAT machines will be stored in strong rooms with a three-tier security system. The first tier will consist of Central Armed Police Forces, the second tier of State Armed Police, and the third tier of local police. CCTV cameras will be installed at the entry and exit points of the strong rooms, with continuous recording. Additionally, strict vigilance will be maintained to prevent unauthorized access to the strong rooms.

Detailed instructions have also been provided for the maintenance of the machines. They will be kept in an appropriate environment to protect them from dust, moisture, and pests. Regular inspections will be conducted to ensure all machines are in working condition. Any faulty machine will be immediately separated and sent for repair.

Under the security protocols, the keys to the strong rooms will be held by two officers: the District Magistrate and the Superintendent of Police. Whenever a strong room is opened, representatives of political parties will be informed, and the process will be completed in their presence. This step has been taken to enhance trust and transparency in the electoral process. Regular inspections will also be conducted to ensure compliance with these instructions.
