A 24-hour collective fast-satyagraha commenced in Dumraon, Buxar district, on the eve of Independence Day, following a statewide call by the All India Kisan and Rural Labourers' Sabha (AIKRMS). The protest, held in front of the Dumraon Block-cum-Circle Office, saw significant participation from Mahadalit, landless poor women, men, students, and youth.

The movement was led by CPI(ML) District Secretary Naveen Kumar, Block Secretary Dharmendra Singh, Lalan Ram, Kanhaiya Paswan, and Alakh Narayan Choudhary. Addressing the gathering, Naveen Kumar highlighted that despite decades of independence, a large number of poor families, who have been residing on certain lands for years, have yet to receive land ownership certificates (basgeet parcha). He termed this a major failure of the government and administration.

Kumar demanded that the government provide five decimal plots of land and housing to landless poor families. He also called for land certificates for Musahar and Mahadalit families residing in Balha and Tetri villages under the PPH Act 1947. Furthermore, he accused the Circle Administration of failing to grant possession of evicted cultivated land to certificate holders in Balha, despite court orders.

The protestors also demanded guaranteed rural employment, fair wages, laws for the safety and dignity of migrant workers, inclusion of all poor families in ration lists, and the development of government schools on the lines of Navodaya Vidyalayas. Other demands included stopping the collection of water, sanitation, and holding taxes from the poor, relief from microfinance and bank debts, waiver of outstanding electricity bills, and control over rising prices of essential commodities like cooking gas, diesel, and petrol. Speakers also urged control over rising crime, murder, rape, loot, and violence, and an end to arbitrary practices and corruption in the Block Office. Several individuals, including Lalan Ram, Kanhaiya Paswan, Sarvesh Kumar Pandey, Dhanai Ram, Chandresh Singh, Shivji Rajbhar, and Shankar Rai, participated in the fast.
