A serious case of a building plan being approved using forged signatures and a fake receipt for the plan approval fee has emerged in the Madhepura Nagar Parishad. An internal investigation by the Nagar Parishad revealed that the signatures of the Executive Officer, engineer, and other concerned staff on the building plan were forged. Following this, the Nagar Parishad filed an FIR at Sadar Police Station against architect David Kumar, his associate Raviranjan Kumar, and other unidentified individuals.

The complaint alleges that an advance of ₹30,000 was taken for preparing the building plan. However, architect David Kumar has claimed innocence, stating he is being framed in a conspiracy. Raj Kumar, the tax collector for the Nagar Parishad, stated that on August 19, 2026, the office received information about a building plan approved in the name of Moni Kumari, a resident of Ward-22. On August 20, a clarification was sought from the applicant.

Moni Kumari, in her response, explained that her father, Rajesh Das, had contacted Madhepura-based architect David Kumar to get the building plan prepared. David Kumar had requested an advance of ₹30,000, instructing them to pay it to his staff, Raviranjan Kumar. Moni Kumari's husband, Ashish Kumar, transferred the amount to Raviranjan Kumar's account via PhonePe on March 26, 2026. A few days later, David Kumar informed them that the plan had been approved by the Nagar Parishad and asked them to collect it from Raviranjan Kumar. On August 19, Raviranjan Kumar sent a copy of the plan and receipt via WhatsApp.

Tax collector Raj Kumar alleged that the signatures of the engineer, concerned staff, and Executive Officer on the plan are fake. Additionally, the receipt for the plan approval fee of ₹51,709, bearing MR number 7514 and dated July 23, 2026, was also found to be fraudulent. Nagar Parishad Executive Officer Tanya Kumari confirmed that an investigation was initiated after receiving information about forged plans being approved, and the allegations were found to be true.
