बिहार में 62 हजार करोड़ रुपये के कथित घोटाले का पर्दाफाश हुआ है, जिसमें सरकार के पास बड़ी राशि के खर्च का कोई हिसाब नहीं है। नियंत्रक एवं महालेखा परीक्षक (CAG) की रिपोर्ट में यह चौंकाने वाला खुलासा हुआ, जिसे मानसून सत्र के दौरान बिहार विधानसभा में वित्त मंत्री बिजेंद्र प्रसाद यादव ने सदन के पटल पर रखा। रिपोर्ट में प्रमुख विकास योजनाओं, वित्तीय प्रबंधन और बजट खर्च को लेकर गंभीर सवाल उठाए गए हैं।
CAG रिपोर्ट के अनुसार, बिहार सरकार ने 62,632 करोड़ रुपये के खर्च का उपयोगिता प्रमाण पत्र (UC) जमा नहीं किया है। कुल 92,131 करोड़ रुपये के UC लंबित थे, जिनमें से 2024-25 में 39,228.57 करोड़ रुपये के UC लंबित पाए गए। यह राज्य के वित्तीय कामकाज में पारदर्शिता पर गंभीर प्रश्नचिह्न लगाता है और घोटाले की आशंका जताई गई है। नियमों के तहत, पैसे मिलने के 18 महीने के अंदर उपयोगिता प्रमाण पत्र जमा करना अनिवार्य है।
रिपोर्ट में जल संसाधन विभाग की अनियमितताओं पर भी प्रकाश डाला गया है। दिसंबर 2005 से अप्रैल 2022 के बीच तीन नदी बेसिनों (बागमती-अधवारा, कमला-बलान और महानंदा) की सात योजनाओं में भूमि उपलब्ध कराए बिना ही टेंडर जारी कर दिए गए, जिससे परियोजनाएं अधूरी रह गईं। इसके अलावा, अररिया और पूर्वी चंपारण जिलों में दो पुलों के निर्माण में 3.30 करोड़ रुपये खर्च किए गए, लेकिन कागजों पर पुल पूरे बताकर ठेकेदारों ने पैसे ले लिए, जबकि एप्रोच रोड का काम अधूरा रह गया। पूर्वी चंपारण के पताही प्रखंड के बेतौना गांव की नोनिया टोली में सड़क और पुल के लिए 2.41 करोड़ रुपये मंजूर हुए, जिसमें से 2.33 करोड़ रुपये का भुगतान हुआ, लेकिन सड़क अधूरी है। इसी तरह, अररिया के जोकिहाट प्रखंड के थापकोल गांव के नजदीक थापकोल से कढ़बना के बीच सड़क और पुल के लिए 1.31 करोड़ रुपये खर्च होने थे, जिसमें से 97 लाख रुपये ठेकेदारों को दिए गए, पर जमीन विवाद के कारण एप्रोच रोड पूरी नहीं हुई। CAG ने इसे 'महा घोटाला' बताया है।
'हर घर नल का जल' योजना भी अपने लक्ष्य से पीछे रह गई है। सरकार के दावों के विपरीत, जल जीवन मिशन डैशबोर्ड के अनुसार 95.71% कवरेज ही हो सका है, जिससे 46,633 ग्रामीण वार्डों में 11.22 लाख परिवार स्वच्छ पेयजल से वंचित हैं। रिपोर्ट में यह भी बताया गया है कि बिहार सरकार की आमदनी बढ़ी है, लेकिन इसका 83% से अधिक हिस्सा वेतन, पेंशन और प्रशासनिक खर्चों जैसे राजस्व व्यय में चला गया, जिससे विकास के लिए केवल 52% संसाधन ही बचे। मार्च 2025 तक बिहार पर 3,74,134 करोड़ रुपये का कर्ज था।

This shocking revelation comes from the Comptroller and Auditor General (CAG) report, which was tabled in the Bihar Legislative Assembly by Finance Minister Bijendra Prasad Yadav during the monsoon session. The report raises serious questions about major development schemes, financial management, and budget utilization.
According to the CAG report, the Bihar government has failed to submit utilization certificates (UCs) for expenditures totaling ₹62,632 crore. A total of ₹92,131 crore in UCs were pending, with ₹39,228.57 crore identified as pending in the 2024-25 fiscal year. This raises severe transparency concerns regarding the state's financial operations and suggests the possibility of a large-scale scam. As per regulations, UCs must be submitted within 18 months of receiving funds.
The report also highlights irregularities within the Water Resources Department. Between December 2005 and April 2022, tenders were issued for seven schemes across three river basins (Bagmati-Adhwara, Kamala-Balan, and Mahananda) without acquiring the necessary land, leading to incomplete projects. Furthermore, in Araria and East Champaran districts, ₹3.30 crore was spent on the construction of two bridges. Contractors allegedly claimed completion on paper and received payments, even though the approach roads remained unfinished. Specifically, in Noniya Toli of Betauna village, Patahi block, East Champaran, ₹2.41 crore was sanctioned for a road and bridge, with ₹2.33 crore paid, but the road is incomplete. Similarly, near Thapkol village, Jokihat block, Araria, ₹1.31 crore was allocated for a road and bridge between Thapkol and Kadhabana, with ₹97 lakh paid to contractors, but land disputes prevented the completion of the approach road. The CAG has termed this a 'major scam'.
The 'Har Ghar Nal Ka Jal' (Tap Water to Every Household) scheme has also fallen short of its objectives. Contrary to government claims, the Jal Jeevan Mission dashboard indicates only 95.71% coverage, leaving 11.22 lakh families in 46,633 rural wards without access to clean drinking water. The report also notes that while Bihar's revenue has increased, over 83% of it has been consumed by revenue expenditures such as salaries, pensions, and administrative costs, leaving only 52% of resources for development. By March 2025, Bihar's debt stood at ₹3,74,134 crore.
