बिहार में नए ट्रैफिक नियम लागू: अब सिपाही नहीं रोकेंगे गाड़ी, दारोगा ही कर सकेंगे कार्रवाई
New Traffic Rules in Bihar: Only Sub-Inspectors and Above Can Stop Vehicles
बिहार में वाहन जांच और ट्रैफिक व्यवस्था को लेकर बड़े बदलाव किए गए हैं। अब राज्य में किसी भी वाहन को रोकने, चालान काटने या वाहन चालक के खिलाफ कार्रवाई करने का अधिकार केवल दारोगा (सब-इंस्पेक्टर) या उससे ऊपर के पुलिस अधिकारियों को होगा। सिपाही और जमादार अब वाहन रोककर कार्रवाई नहीं कर सकेंगे। पुलिस मुख्यालय ने यह कदम वाहन जांच को अधिक पारदर्शी और जवाबदेह बनाने के उद्देश्य से उठाया है।
एडीजी (यातायात) सुधांशु कुमार ने सरदार पटेल भवन में आयोजित एक प्रेस वार्ता में बताया कि सिपाही या जमादार की भूमिका सीमित रहेगी। डिजी लॉकर या ऑनलाइन माध्यम से दिखाए गए दस्तावेज भी पूरी तरह वैध माने जाएंगे, बशर्ते वे असली और नियमों के अनुरूप हों। इससे लोगों को कागजी दस्तावेज साथ रखने की अनिवार्यता से राहत मिलेगी।
ट्रैफिक ड्यूटी पर तैनात सभी पुलिसकर्मियों के लिए बॉडीवॉर्न कैमरा पहनना अनिवार्य कर दिया गया है। कैमरा चालू किए बिना की गई कोई भी वाहन जांच या चालान की कार्रवाई गलत मानी जाएगी। यह व्यवस्था पारदर्शिता बनाए रखने और विवाद की स्थिति में साक्ष्य उपलब्ध कराने के लिए है।
पटना के गांधी मैदान स्थित इंटीग्रेटेड कमांड एंड कंट्रोल सेंटर (ICCC) से प्रमुख सड़कों और चौराहों की लगातार निगरानी की जाएगी। जाम या ट्रैफिक समस्या होने पर ट्रैफिक पुलिस या क्विक रिस्पांस टीम (QRT) को तुरंत सूचित किया जाएगा।
एडीजी ने सड़क दुर्घटना पीड़ितों के लिए केंद्र सरकार की कैशलेस उपचार योजना की भी जानकारी दी, जिसके तहत दुर्घटनाग्रस्त व्यक्ति को चिन्हित अस्पतालों में 1.50 लाख रुपये तक का मुफ्त इलाज मिल सकता है। दुर्घटना के 24 घंटे के भीतर कॉल सेंटर या स्थानीय थाने में सूचना देना जरूरी है। उन्होंने बताया कि अब तक बिहार में केवल 82 लोग ही इस योजना का लाभ उठा पाए हैं।
सुप्रीम कोर्ट के निर्देश के बाद सभी जिलों में मोटर वाहन दावा अधिकरण (Motor Vehicle Claims Tribunal) का गठन किया गया है, जिसके माध्यम से सड़क दुर्घटना पीड़ितों को मुआवजा दिया जा रहा है। अब तक 3,339 मामलों में से 1,972 लोगों को मुआवजा मिल चुका है।
पटना सहित राज्य के प्रमुख शहरों में ट्रैफिक व्यवस्था सुधारने के लिए नगर निगम और संबंधित एजेंसियों के साथ मिलकर अतिक्रमण हटाने का अभियान चलाया जा रहा है। नो-वेंडर जोन और मुख्य सड़कों को अतिक्रमण मुक्त बनाने पर जोर दिया जा रहा है। ट्रैफिक पुलिस की तैनाती अब चौराहों तक सीमित न रहकर प्रमुख मार्गों पर पॉइंट-टू-पॉइंट व्यवस्था के तहत होगी, ताकि जाम की स्थिति बनने से पहले ही उसे नियंत्रित किया जा सके। ऑटो चालकों पर भी विशेष नजर रखी जाएगी और उन्हें यातायात नियमों का पालन करने के निर्देश दिए गए हैं।
Significant changes have been implemented in Bihar's vehicle inspection and traffic management system. Henceforth, only Sub-Inspectors (Daroga) or higher-ranking police officers will have the authority to stop vehicles, issue challans, or take action against drivers. Constables and Havildars will no longer be authorized to stop vehicles for enforcement. This move by the Police Headquarters aims to enhance transparency and accountability in vehicle checks.
ADG (Traffic) Sudhanshu Kumar announced these changes at a press conference held at Sardar Patel Bhawan. He stated that the role of constables and havildars during vehicle inspections will be limited. Digital documents presented via DigiLocker or other online platforms will be considered valid, provided they are genuine and comply with regulations, thereby reducing the need for physical documents.
All police personnel on traffic duty are now mandated to wear body-worn cameras. Any vehicle inspection or challan issued without an active camera will be deemed invalid. This measure is intended to ensure transparency and provide evidence in case of disputes.
The Integrated Command and Control Center (ICCC) at Gandhi Maidan, Patna, will continuously monitor major roads and intersections. In case of traffic jams or other issues, traffic police or Quick Response Teams (QRTs) will be immediately notified.
The ADG also highlighted the Central Government's cashless treatment scheme for road accident victims, offering free treatment up to ₹1.50 lakh at designated hospitals. It is crucial to report accidents to a call center or local police station within 24 hours. So far, only 82 people in Bihar have benefited from this scheme due to lack of awareness.
Following Supreme Court directives, Motor Vehicle Claims Tribunals have been established in all districts to provide compensation to accident victims. To date, 1,972 individuals have received compensation in 3,339 cases. Efforts are also underway to remove encroachments in major cities, including Patna, to improve traffic flow, with traffic police deployment extending beyond intersections to key routes for proactive jam management. Special attention will also be given to auto-rickshaw drivers to ensure compliance with traffic rules.
