वाणिज्य कर विभाग, बिहारशरीफ अंचल ने दवा कारोबार में वस्तु-सेवा कर (GST) नियमों के अनुपालन को लेकर सख्ती बरतनी शुरू कर दी है। विभाग अब उन कारोबारियों पर पैनी नजर रख रहा है जो इनपुट टैक्स क्रेडिट (ITC) के माध्यम से अपनी पूरी कर देयता का समायोजन कर रहे हैं और नकद लेजर के जरिए नाममात्र का ही टैक्स भर रहे हैं।
इसी कड़ी में, बिहारशरीफ के एक निजी सभागार में दवा कारोबारियों, चार्टर्ड अकाउंटेंट्स, टैक्स कंसल्टेंट्स और कर अधिवक्ताओं के साथ एक महत्वपूर्ण समीक्षा-जागरूकता बैठक आयोजित की गई। राज्य कर संयुक्त आयुक्त प्रेमचंद भारती की अध्यक्षता में हुई इस बैठक में लगभग 100 दवा व्यवसायियों और टैक्स विशेषज्ञों ने भाग लिया।
संयुक्त आयुक्त प्रेमचंद भारती ने बताया कि टर्नओवर, खरीद-बिक्री, आईटीसी के उपयोग और नकद कर भुगतान के आंकड़ों का सेक्टरवार डेटा एनालिसिस किया जा रहा है। उन्होंने स्पष्ट किया कि केवल आईटीसी के भरोसे कर दायित्व निपटाने और नाममात्र कैश टैक्स चुकाने वाले कारोबारियों के अनुपालन पैटर्न की गहन समीक्षा की जा रही है। उन्होंने व्यवसायियों को अपने लेखा अभिलेखों की नियमित जांच करने और कर देनदारी बनने पर ईमानदारी से नकद भुगतान करने के निर्देश दिए।
बैठक में रिवर्स चार्ज मैकेनिज्म (RCM) के तहत व्यावसायिक परिसर के किराए पर टैक्स का भुगतान अनिवार्य रूप से कैश लेजर से करने की बात कही गई, जिसका समायोजन आईटीसी से किसी भी स्थिति में मान्य नहीं होगा। नष्ट, खराब या वापस की गई दवाओं के मामलों में स्टॉक और खरीद रिकॉर्ड का सटीक मिलान और नियमों के तहत आईटीसी का रिवर्सल सुनिश्चित करने पर जोर दिया गया। इसके अतिरिक्त, 5 करोड़ रुपए से अधिक वार्षिक टर्नओवर वाले व्यवसायियों के लिए बी2बी आपूर्ति में ई-इनवॉइसिंग अनिवार्य कर दी गई है। तकनीकी गलतियों से बचने के लिए समय पर प्रणाली दुरुस्त रखने को कहा गया।
अधिकारियों ने बताया कि डेटा आधारित निगरानी का उद्देश्य कर प्रणाली को पारदर्शी बनाना है। समय पर स्वैच्छिक अनुपालन से कारोबारी अनावश्यक कानूनी विवादों से बचेंगे और राज्य के राजस्व को भी मजबूती मिलेगी। इस अवसर पर राज्य कर उपायुक्त पंकज कुमार सिंह, राज्य कर सहायक आयुक्त रिचांशा ऋजु और सौरभ कुमार सहित कई अन्य अधिकारी उपस्थित थे।
The Commercial Tax Department, Biharsharif Circle, has intensified its efforts to ensure compliance with Goods and Services Tax (GST) regulations in the pharmaceutical trade. The department is now closely monitoring businesses that are adjusting their entire tax liability through Input Tax Credit (ITC) and making minimal tax payments via cash ledger.
In this regard, a crucial review-cum-awareness meeting was held in a private auditorium in Biharsharif, attended by pharmaceutical traders, chartered accountants, tax consultants, and tax advocates. Chaired by State Tax Joint Commissioner Premchand Bharti, the meeting saw participation from approximately 100 drug dealers and tax experts.
Joint Commissioner Premchand Bharti stated that sector-wise data analysis of turnover, purchase-sale, ITC utilization, and cash tax payments is being conducted. He clarified that the compliance patterns of businesses relying solely on ITC to settle tax liabilities and making nominal cash tax payments are under intense scrutiny. He instructed businesses to regularly check their accounting records and honestly make cash payments when tax liabilities arise.
During the meeting, it was emphasized that tax payments under the Reverse Charge Mechanism (RCM) for rent of commercial premises must be made mandatorily from the cash ledger, and adjustment through ITC will not be valid under any circumstances. For expired, damaged, or returned medicines, accurate matching of stock and purchase records and ensuring ITC reversal as per rules were stressed. Furthermore, e-invoicing has been made mandatory for B2B supplies for businesses with an annual turnover exceeding ₹5 crore. They were advised to maintain their systems properly to avoid technical errors.
Officials stated that the objective of data-driven monitoring is to make the tax system transparent, not to harass anyone. Timely voluntary compliance will help businesses avoid unnecessary legal disputes and strengthen state revenue. State Tax Deputy Commissioner Pankaj Kumar Singh, State Tax Assistant Commissioners Richansha Riju and Saurabh Kumar, along with other department officials, were present at the meeting.
