Muzaffarpur district is grappling with a severe backlog of mutation (Dakhil-Kharij) applications, causing significant distress to thousands of landowners. Over 20,000 applications are currently pending across five key administrative blocks: Mushahari, Sakra, Kurhani, Paroo, and Kanti. This situation is not only troubling for the general public but also raises serious questions about the efficiency of the revenue department.

According to available data, Mushahari block alone accounts for more than 7,000 pending applications, followed by Sakra with approximately 5,000, Kurhani with 4,000, Paroo with 3,000, and Kanti with over 2,000. The primary reasons cited for this extensive backlog include a shortage of staff, technical issues, and general inefficiency in the working processes of these block offices.

The delays in the mutation process are exacerbating land disputes and making it difficult for people to establish clear ownership of their properties. In many instances, multiple claims on the same piece of land are emerging, leading to legal complications. Local residents report making repeated visits to the block offices for months without any progress on their applications.

Given the gravity of this issue, the district administration needs to take immediate and effective measures. Increasing staff numbers, strengthening technical infrastructure, and enhancing transparency in operations are crucial steps to address this crisis. The government should also intervene to ensure timely resolution for landowners and reduce land-related disputes, as property rights are directly linked to the mutation process.
