Preparations for the construction of the NH-139W four-lane road from Patna to Bettiah are now visible on the ground. Construction agency Seagull India Limited has started building a construction base camp in Mohammadpur, on the Kesaria-Khajuria road in East Champaran. This has raised hopes for the early start of four-lane construction work from Kesaria to Bettiah via Areraj.

For this project, worth approximately 325 crore rupees in East Champaran, land belonging to around 5,000 landowners is to be acquired. So far, only about 900 landowners have received compensation. Approximately 50 percent of the land acquisition has been completed. The land for about a 40-kilometer stretch from Kesaria to Areraj has been acquired and handed over to the concerned department. However, due to unclear land ownership, incomplete documents, and mutual disputes, compensation payments for a large number of landowners are stalled.

In Kesaria block, land from 18 revenue villages belonging to 1,895 landowners is being acquired for the project, with about 900 already compensated. Land is also being acquired from Sangrampur, Areraj, Harsiddhi, and Paharpur blocks. In Paharpur block, around one thousand landowners' land is to be acquired, of which about 400 have submitted their documents. CO Ramsevak Paswan stated that employees have been assigned to collect documents from all landowners. ADLO Kumar Vimal Prakash mentioned that the land acquisition process is moving rapidly, and camps are being organized for farmers' compensation payments. Some landowners are protesting the delay in compensation, which is causing them distress.
