समस्तीपुर: 2 लाख की घूस लेते महिला DCLR गिरफ्तार, घर से 13 लाख कैश जब्त

समस्तीपुर जिले के रोसड़ा अनुमंडल की DCLR कंचन कुमारी झा को निगरानी अन्वेषण ब्यूरो की टीम ने 2 लाख रुपये की रिश्वत लेते हुए रंगे हाथों गिरफ्तार किया है। सूत्रों के अनुसार, टीम ने उनके सरकारी आवास से तलाशी के दौरान 13 लाख रुपये नकद भी जब्त किए हैं।
कंचन कुमारी झा पर विभूतिपुर थाना क्षेत्र के रहने वाले मनोज कुमार महतो से जमीन विवाद से संबंधित एक मामले को निपटाने के एवज में 2 लाख रुपये नकद और एक वॉशिंग मशीन की मांग करने का आरोप है। निगरानी टीम शुक्रवार सुबह लगभग 9 बजे मनोज कुमार महतो के साथ कंचन कुमारी झा के सरकारी आवास पर पहुंची और उन्हें 2 लाख रुपये की रिश्वत लेते हुए गिरफ्तार कर लिया। गिरफ्तारी की यह कार्रवाई फिल्मी अंदाज में हुई।
छापेमारी के दौरान DCLR अपने सरकारी आवास में ही मौजूद थीं। टीम ने आवास पर जमीन विवाद से जुड़े फैसलों, म्यूटेशन (दाखिल-खारिज) की फाइलों, बैंक पासबुक, निवेश के कागजात और लॉकर से संबंधित दस्तावेजों की गहन जांच की। किसी भी बाहरी व्यक्ति को अंदर आने या बाहर जाने की अनुमति नहीं थी। कंचन कुमारी झा पिछले डेढ़ साल से रोसड़ा में DCLR के पद पर कार्यरत थीं और मूल रूप से मधुबनी जिले की रहने वाली हैं। यह कार्रवाई भ्रष्टाचार के खिलाफ निगरानी ब्यूरो की बड़ी सफलता मानी जा रही है।
Kanchan Kumari Jha, the DCLR (Deputy Collector Land Reforms) of Rosera sub-division in Samastipur district, was arrested by a Vigilance Investigation Bureau team while allegedly accepting a bribe of ₹2 lakh. According to sources, the team also seized ₹13 lakh in cash from her official residence during a search operation.
Jha was accused of demanding ₹2 lakh in cash and a washing machine from Manoj Kumar Mahto, a resident of Bibhutipur police station area, in exchange for resolving a land dispute case. The vigilance team, accompanied by Mahto, arrived at Jha's official residence around 9 AM on Friday and apprehended her as she was taking the bribe. The arrest was carried out in a dramatic fashion.
During the raid, the DCLR was present at her official residence. The team thoroughly scrutinized files related to land dispute decisions, mutation (ownership transfer) documents, bank passbooks, investment papers, and locker-related evidence. No outsiders were permitted to enter or exit during the operation. Kanchan Kumari Jha had been posted as DCLR in Rosera for the past one and a half years and hails from Madhubani district. This action is considered a significant success for the Vigilance Bureau in its fight against corruption.
