NGT-Directed Inspection Offers Hope for Rejuvenation of Sarans Garkha River
Following a stern directive from the National Green Tribunal (NGT), hopes have surged for the rejuvenation of the historic river flowing through Garkha Bazaar in Saran. A high-level joint investigation team, constituted after the NGT took cognizance of a petition filed by local resident Nilesh Kumar, visited Garkha on October 28 to conduct an on-site inspection of various affected sections of the river. The team assessed the condition of drains emptying into the river, piles of waste, and Chhath Ghats.
The joint team comprised representatives from the Ministry of Environment, Forest and Climate Change, the Central Pollution Control Board, the National Mission for Clean Ganga, the Bihar State Pollution Control Board, the District Administration, and local block officials. Complainant Nilesh Kumar was also present with evidence during the inspection.
The team inspected key locations including the bridge on Garkha Bypass, Garkha Chhath Ghat, waste heaps near the Garkha Bazaar bridge, and Bibipur Chhath Ghat. They also observed untreated drains directly discharging into the river. High-resolution photography and videography were conducted throughout the process.
Observations revealed that the riverbed has become shallow due to waste accumulation, particularly in the Garkha Bazaar and Meethepur Chhath Ghat areas where embankments are absent. Untreated wastewater from market and residential areas flows directly into the river, forcing devotees to perform the Chhath festival in polluted waters.
During the inspection, Nilesh Kumar presented two detailed 3D models for the river's restoration and Garkha's overall development. These models outlined a multi-purpose riverfront project, proposing the restoration of the river's natural flow, conservation of aquatic life, dense tree plantation along the banks, walkways, jogging tracks, open gyms, and opportunities for local employment and tourism.
The proposal also suggested utilizing the embankment road for light vehicles and e-public transport to alleviate traffic congestion between Chhapra Road and Garkha-Basant Road. Additionally, it included plans for new, well-equipped ghats to reduce crowding at Khodaibagh Surya Mandir Ghat and reduce reliance on groundwater for irrigation.
Post-inspection, the team issued time-bound directives to district administration officials for sewage treatment, waste disposal, and initial clean-up efforts. Officials emphasized that concerted administrative will and civic responsibility are crucial for the river's purification. The joint investigation team will soon submit a detailed factual report to the NGT, clarifying the next steps for the river's rejuvenation and the proposed riverfront project.
