सीतामढ़ी जिले के बैरगनिया में बुधवार को जिलाधिकारी (डीएम) रिची पांडे के औचक निरीक्षण से सरकारी महकमे में हड़कंप मच गया। डीएम ने बाइपास सड़क निर्माण, प्राथमिक स्वास्थ्य केंद्र (पीएचसी) और प्रखंड कार्यालय का जायजा लिया। उन्होंने भारत-नेपाल सीमा की सुरक्षा व्यवस्था की भी समीक्षा की।
निरीक्षण के दौरान, जिलाधिकारी को बैरगनिया में बाइपास सड़क निर्माण की धीमी गति को लेकर स्थानीय लोगों से शिकायतें मिली थीं। उन्होंने मौके पर पहुंचकर कार्य का निरीक्षण किया और निर्माण एजेंसी के ठेकेदार से प्रगति रिपोर्ट मांगी। कार्य की धीमी रफ्तार पर डीएम ने ठेकेदार को फटकार लगाई और निर्माण में तेजी लाने का निर्देश दिया। उन्होंने स्पष्ट किया कि विकास परियोजनाओं में अनावश्यक देरी बर्दाश्त नहीं की जाएगी।
इसके बाद डीएम ने बैरगनिया पीएचसी का भी निरीक्षण किया। उन्होंने चिकित्सकों और स्वास्थ्यकर्मियों को मरीजों को बेहतर स्वास्थ्य सुविधाएँ प्रदान करने का निर्देश दिया। हल्की बीमारियों में भी मरीजों को दूसरे अस्पतालों में रेफर किए जाने पर उन्होंने नाराजगी व्यक्त की और अनावश्यक रेफरल से बचने की चेतावनी दी।
निरीक्षण के दौरान, डीएम ने अधिकारियों और कर्मचारियों के साथ बैठक की। उन्होंने जोर देकर कहा कि सरकारी कार्यालयों में जनता के काम को प्राथमिकता दी जानी चाहिए और किसी भी व्यक्ति को अपने काम के लिए अनावश्यक चक्कर नहीं लगाने पड़ें। राशन कार्ड बनाने के नाम पर 2000 रुपये की मांग के सवाल पर डीएम ने स्पष्ट रूप से कहा, "आप नाम और साक्ष्य भेजिए, तुरंत जेल के भीतर भेजने का काम करूंगा।"
बाद में, डीएम ने स्थानीय जनप्रतिनिधियों और सशस्त्र सीमा बल (एसएसबी) के अधिकारियों के साथ बैठक की। उन्होंने भारत-नेपाल सीमा पर शराब तस्करी रोकने और सुरक्षा व्यवस्था की लगातार निगरानी करने के निर्देश दिए। जिलाधिकारी रिची पांडे ने चेतावनी दी कि किसी भी स्तर पर लापरवाही या भ्रष्टाचार की शिकायत मिलने पर कठोर कार्रवाई की जाएगी। उन्होंने अधिकारियों को स्पष्ट संदेश दिया कि जनता के काम में लापरवाही करने वालों को किसी भी कीमत पर बख्शा नहीं जाएगा।

During his inspection, the DM received complaints from locals regarding the slow pace of the bypass road construction in Bairgania. He visited the site, inspected the work, and demanded a progress report from the construction agency's contractor. Expressing dissatisfaction with the slow progress, the DM reprimanded the contractor and instructed them to expedite the work, making it clear that unnecessary delays in development projects would not be tolerated.
Subsequently, the DM inspected the Bairgania PHC, directing doctors and healthcare workers to provide better medical facilities to patients. He expressed displeasure over patients being referred to other hospitals even for minor ailments and warned against unnecessary referrals. During a meeting with officials and staff, the DM emphasized that public work in government offices should be prioritized, and no one should have to make unnecessary rounds for their tasks. When asked about demands for bribes (specifically ₹2000 for ration cards), the DM stated, "Provide the name and evidence, and I will immediately send them to jail."
Later, the DM met with local public representatives and Sashastra Seema Bal (SSB) officials. He instructed them to curb liquor smuggling along the Indo-Nepal border and continuously monitor security. DM Richi Pandey warned that strict action would be taken against any negligence or corruption, sending a clear message that those neglecting public duties would not be spared.
