सीवान जिले के गुठनी प्राथमिक स्वास्थ्य केंद्र में आशा कार्यकर्ताओं ने अपने बकाया मानदेय के भुगतान की मांग को लेकर सिविल सर्जन को तीन घंटे तक बंधक बनाए रखा। यह घटना तब हुई जब सिविल सर्जन डॉ. अनिल कुमार सिंह अस्पताल का निरीक्षण करने पहुंचे थे। आशा कार्यकर्ताओं का आरोप है कि उन्हें पिछले कई महीनों से मानदेय का भुगतान नहीं किया गया है, जिससे उनके परिवारों को आर्थिक संकट का सामना करना पड़ रहा है।
विरोध प्रदर्शन के दौरान, आशा कार्यकर्ताओं ने सिविल सर्जन की गाड़ी को घेर लिया और उन्हें अस्पताल परिसर से बाहर निकलने नहीं दिया। उन्होंने 'मानदेय भुगतान करो' और 'हमारी मांगे पूरी करो' जैसे नारे लगाए। कार्यकर्ताओं का कहना था कि वे लगातार सरकार की स्वास्थ्य योजनाओं को जमीनी स्तर पर पहुंचाने का काम करती हैं, लेकिन उन्हें उनके काम का उचित मेहनताना नहीं मिल रहा है। कई बार अधिकारियों से शिकायत करने के बावजूद उनकी समस्याओं का समाधान नहीं हुआ।
आशा कार्यकर्ताओं ने बताया कि सिविल सर्जन ने शुरू में उनकी मांगों को अनसुना करने की कोशिश की और कथित तौर पर उन्हें धमकाया भी। इसके बाद कार्यकर्ताओं का गुस्सा और भड़क गया और उन्होंने सिविल सर्जन को तब तक रिहा नहीं करने का फैसला किया जब तक कि उन्हें ठोस आश्वासन नहीं मिल जाता। लगभग तीन घंटे तक चले इस गतिरोध के बाद, स्थानीय प्रशासन के हस्तक्षेप और सिविल सर्जन द्वारा जल्द से जल्द भुगतान का आश्वासन दिए जाने के बाद ही मामला शांत हुआ। सिविल सर्जन ने कार्यकर्ताओं को आश्वासन दिया कि उनकी मांगों पर गंभीरता से विचार किया जाएगा और बकाया मानदेय का भुगतान जल्द से जल्द सुनिश्चित किया जाएगा। इस घटना ने स्वास्थ्य विभाग में आशा कार्यकर्ताओं के लंबित मानदेय के मुद्दे को एक बार फिर उजागर कर दिया है।
