Serious irregularities have surfaced in the recent transfers within the Integrated Child Development Services (ICDS) department in Siwan district. It has come to light that several employees have been posted in the same area for over 14 years, despite rules mandating transfers every three years. Names like Shivpukar Yadav and Priyamvada Kumari are prominent among those who have remained in the same region for an extended period.

In 2022, the ICDS Directorate, Patna, issued clear instructions to all District Program Officers (DPOs) and Child Development Project Officers (CDPOs) to transfer personnel who had completed more than three years in a particular posting. The objective was to ensure transparency and prevent potential irregularities arising from prolonged stays in one location. However, these directives have been openly flouted in Siwan.

The latest transfer list also failed to adhere to these regulations, raising questions about the department's operational integrity. Many employees were merely transferred on paper and then re-posted to the same area or a very short distance away, effectively defeating the purpose of the transfer. This situation not only fosters corruption but also impacts departmental efficiency. The district administration should intervene immediately, investigate the matter, and take strict action against those responsible to prevent such irregularities from recurring. Such malpractices also hinder the benefits of government schemes from reaching the general public.
