Bihar Aims for One Crore Entrepreneurs by 2030, 'Made in Bihar' Products to Get Priority in Government Procurement
Chief Minister Samrat Choudhary has announced ambitious plans to transform Bihar's economy and industrial landscape by 2030, aiming to make one crore families into entrepreneurs. This declaration was made during the inauguration of a one-day orientation and first installment distribution program for beneficiaries selected under the Mukhyamantri Udyami Yojana at Bapu Sabhagar in Patna.
The Chief Minister stated that the government has enacted a 'Purchase Preference Act,' which will ensure 25 to 40 percent participation for 'Made in Bihar' products in state government procurement. He emphasized that if a Bihar-based entrepreneur produces steel, textiles, or other raw materials according to specified standards, the government will prioritize purchasing those products. This initiative seeks to shift the current system of selling goods produced in other states within Bihar, instead promoting local manufacturing.
To facilitate government contracts for local entrepreneurs, tender rules have also been amended. For government schemes up to 50 crore rupees, if a Bihari entrepreneur is at L2, L3, or L4 and is willing to work at the L1 rate, the contract will be awarded to that Bihari entrepreneur.
Currently, the government is supporting approximately 45,000 new entrepreneurs. During the event, about seven thousand beneficiaries received their first or subsequent installments directly, with the state government allocating around 3,500 crore rupees for this purpose. The selected beneficiaries include 14,000 SC/ST, over 10,000 Extremely Backward Class individuals, about 9,500 women, 9,000 youth, and approximately 2,500 minority entrepreneurs. Each entrepreneur receives 10 lakh rupees in assistance, comprising five lakh rupees as a grant and five lakh rupees as a loan.
Choudhary highlighted that if around 44,000 entrepreneurs employ five people each, approximately 2.5 lakh direct jobs will be created. A key objective of the government is to curb the migration of about 12 lakh people who leave the state for work and other necessities. By promoting MSMEs, Bihar aims to expand employment and industrial growth.
Industry Minister Shreyasi Singh informed that in the financial year 2025-26, 4,800 selected beneficiaries under the scheme are receiving the first installment of two lakh rupees each. The Bihar MSME Policy 2026 targets the creation of over one crore direct and indirect jobs. Additionally, the 'Mukhyamantri Cluster Development Scheme 2026' was launched to promote 'One District, One Cluster' and 'One District, One Product'.
