The Darbhanga district administration has intensified preparations for the smooth conduct of the Bihar Legislative Council elections 2026 for the Darbhanga Graduate and Teacher constituencies. District Election Officer-cum-District Magistrate Kaushal Kumar has issued an order to implement a Single Window System to streamline the process of obtaining permissions for various election-related activities by political parties and candidates.

Under this system, necessary approvals for public meetings, rallies, processions, use of vehicles, and non-commercial airports/helipads will be granted through a single channel. However, permission for the use of loudspeakers will be issued at the sub-divisional officer level.

A Single Window Cell has been established at the district level within the District IT Cell. Senior Deputy Collector Sonal Kumar Mahto has been appointed as the nodal officer for this cell. His responsibilities include obtaining No Objection Certificates (NOCs) from relevant departments for received applications, scrutinizing applications, and presenting them to the competent authority for approval.

For loudspeaker permissions, single-window counters will also be operational at the Sadar, Benipur, and Biraul sub-divisional offices. The respective sub-divisional officers will ensure the deployment of personnel and the provision of necessary resources like computers and stationery for these counters. To ensure coordination with the police department, a nodal police officer will be deputed at the district-level single-window cell by the Senior Superintendent of Police. This officer will coordinate with all station house officers to complete the necessary NOC procedures.

Further cells will be constituted at the Sadar, Benipur, and Biraul sub-divisional levels, where coordination with Circle Officers, police officers, and principals of schools, colleges, and universities, along with other relevant departments, will ensure the completion of necessary permissions and NOCs. The district administration states that the objective of this Single Window System is to provide candidates with timely and convenient access to essential permissions during the elections.

Meanwhile, the nomination process is also underway. For the Graduate constituency, three candidates – Dharmash Ranjan from Samastipur, Dr. Amarji Kumar from Muzaffarpur, and Brahmadev Yadav from Madhubani – have so far obtained Nazir receipts for nomination. For the Teacher constituency, five candidates – Bhubaneshwar Ram from Samastipur, Suresh Prasad Rai, Santosh Kumar Ishwar from Begusarai, and Ahdullah and Sultan Ahmed from Madhubani – have obtained Nazir receipts.
