A shocking case has emerged in Pranpur block of Katihar district, where approximately 44.85 lakh rupees have been paid in government records for the construction of the New Primary School Diighapar, but no school building exists on the ground. Villagers claim that the site designated for the school is merely an empty field.

The tender process for the construction of Diighapar Primary School building was completed in 2024. According to Bihar E-Procurement records, tender number 2024_BSEB_314680-1 was issued, and the work was assigned to M/s R.K. Construction, Purnia. The department issued the work order on March 5, 2024. Documents show that a total of 44.85 lakh rupees were paid in three installments: the first installment of 15 lakh rupees on April 18, 2024, the second installment of 15 lakh rupees on September 28, 2024, and the final installment of 14.85 lakh rupees on March 12, 2025.

Furthermore, the District Education Officer of Katihar issued a completion certificate on March 25, 2025, stating that the school building construction was completed as per rules. The school's U-DISE code 10101306101 is also reportedly registered on the portal. Local committee members, including Mohd. Ajmal, Mukhiya Abdul Hannan, Ravi Marandi, Santosh Thakur, and Ajay Sharma, along with other villagers, allege that despite information about building construction and payment being available on the Bihar Education Department portal, no school building has been constructed on site. Block Education Officer cum Development Officer Abhijeet Kumar has stated that the matter will be investigated. Villagers have demanded a high-level and impartial inquiry into the entire affair and strict action against the culprits.
