Bagaha. The Sub-Divisional Public Grievance Redressal Officer (SPGRO) of Bagaha, Rajiv Kumar, issued a significant order on Thursday regarding the Saptashringar Holiday Home/Resort in Piprakutti, Valmikinagar. He directed the registration of a case of illegal encroachment on government non-majrua land and the initiation of immediate legal action.

Furthermore, action has been taken against Wasim Akram, the Circle Officer (CO) of Bagaha Two. Based on prima facie evidence of his obstruction in the protection of government land and his involvement and complicity with the encroacher, he has been suspended with immediate effect. A recommendation for disciplinary action has been forwarded to the District Magistrate of Bettiah and the Secretary of the Revenue and Land Reforms Department, Government of Bihar.

This case stems from a complaint filed by Dayasagar Kumar, a resident of Valmikinagar, on April 20, 2026. The complaint alleged that Indrajeet Singh had encroached upon 6 Kattha 18 Dhur of government non-majrua land in Mauja Pipra, Khata No.-25, Khesra No.-1. Without valid permission, he constructed and was operating a three-star category resort, restaurant, swimming pool, and other commercial facilities on this land.

During the hearing, multiple notices were issued to the resort owner, Indrajeet Singh, to present documents related to land ownership, jamabandi (record of rights), land conversion, construction approval, and other legal documents. The order states that Indrajeet Singh claimed to have purchased the government non-majrua land in Mauja Pipra through a sale deed, even though government non-majrua land cannot be bought or sold. Even if such land were allotted to an individual under settlement, its transfer would not be considered valid.

Investigation revealed that the person from whom Indrajeet Singh claimed to have purchased the land did not have a valid jamabandi in their name. He claimed a jamabandi number 177 existed in the name of his former seller's former seller. However, upon inspection of Register-2 for jamabandi number 177, it was found that it lacked details such as the basis for the jamabandi, the order of the competent authority, the date of the order, and other necessary particulars. Moreover, the said jamabandi did not mention the khata and khesra numbers. Therefore, jamabandi number 177 cannot be considered a valid jamabandi for government land, nor can any valid connection of Indrajeet Singh to it be proven.

After a detailed hearing, review of revenue records, online booking platforms, departmental reports, and arguments from both parties, the SPGRO deemed the allegations of resort construction and operation on government non-majrua land by retired Superintending Engineer Indrajeet Singh as serious and ordered the initiation of encroachment removal proceedings.
